UK and France to Deploy Troops to the Country should a Peace Deal is Reached

Placeholder Diplomatic Meeting

The UK and France have formalized a statement of purpose concerning the stationing of military forces in the nation if a ceasefire be made with Moscow, the British leader, Sir Keir Starmer, has stated.

Following discussions with allied nations in Paris, he noted that the UK and France would "create defense centers throughout Ukraine and construct fortified structures for military hardware and equipment" to deter any potential attack.

The allied nations also put forward that the United States would assume leadership in verifying a halt in hostilities.

The Kremlin has repeatedly cautioned that any foreign troops in Ukraine would be considered a "acceptable aim", but has as yet not responded on this recent declaration.

Background and Continuing War

Russian President Vladimir Putin launched a comprehensive attack of Ukraine in early 2022, and Russia currently controls approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our vow to be alongside Ukraine for the foreseeable future," commented the British leader.

National leaders and high-ranking officials from the "Partner Group" took part in the Paris negotiations.

He stated at a shared media briefing, he further said: "It paves the way for the operational parameters under which British, French, and partner forces could function on Ukraine's territory, protecting Ukraine's skies and seas, and rebuilding Ukraine's military for the years ahead."

The UK prime minister added that Britain would take part in any Washington-directed monitoring of a prospective truce.

Security Guarantees and Diplomatic Positions

Senior American diplomat Steve Witkoff stated that "durable defense assurances and substantial prosperity commitments are critical to a enduring ceasefire" in Ukraine – referring to a major condition made by the Ukrainian government.

The negotiator noted the allies had "mostly completed" their work on agreeing such pledges "so that the people of Ukraine know that when this conflict ends, it ends permanently."

Jared Kushner, ex-President Donald Trump's special envoy, also was involved in the negotiations.

At the same time, French President Emmanuel Macron stated that Ukraine's partners had made "significant progress" at the meeting.

He noted that "comprehensive" security guarantees for the Ukrainian government had been agreed in the case of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "significant advance" had been made in the talks, but qualified that he would only deem efforts to be "enough" if they resulted in the conclusion of the fighting.

Earlier, he indicated a peace deal was "largely prepared". Finalizing the remaining 10% would "decide the future of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the forefront of ongoing disputes for the parties involved.
  • The Russian President has often said that Ukraine's forces must withdraw from the entirety of Ukraine's eastern Donbas or Russia will take control, refusing any middle ground over how to conclude the war.
  • The Ukrainian President has thus far excluded surrendering any territory, but has floated the idea that Ukraine could pull back its forces to an mutually accepted point – but only if Russia does the same.

Russia presently holds approximately 75% of the Donetsk region and around 99% of the neighbouring Luhansk. The pair of oblasts form the heartland of the Donbas.

The original US-led comprehensive framework that was circulated to the media last year was viewed by Ukraine and its partners in Europe as being strongly biased in Moscow's favor.

This sparked a period of intensive negotiations – with Ukraine, the US and European leaders trying to adjust the proposal.

Recently, Ukraine submitted the US an new framework – as well as separate documents detailing prospective defense assurances and plans for Ukraine's recovery, Zelensky said.
